Chavez and the Bush doctrine

With the US military stretched thin in Iraq and Afghanistan Chavez is testing US hegemony over South America. Chavez is in effect testing over a hundred years of US policy. Much of it lobbied for by the Bush family and their ties to United Fruit. All of it supported by the conservative elite establishment.
If Chavez survives he will prove the failure of Bush's foreign policy. This marks the death of the Bush doctrine of pre-emptive war. But, further the failure to control Chavez will prove the failure of Bush to enforce US hegemony over South America and thus prove Bush has made the US weaker no matter whose yard stick is used in the measure.
